See if Dolby is in there and “enabled” - if so, disable it. Reboot and see if it happens when you play sound. check the volume icon as well - right click on it, and click “playback devices” do you see Dolby there?

If so, highlight and click properties. Then the advanced tab. Uncheck the box that allows it to take exclusive control. Let me know if this helps! That is crazy, this thing doesn’t want to quit.
